I plan to stay in Nikko from Oct. 20-Oct. 23 (4D/3N) and intend to explore the Nikko area by bus. Where can I purchase the pass?

What passes are you referring to?

The passes for bus travel around Nikko can be purchased at Tobu-Nikko Station, but there are no 3-day passes.
