i have seen in some websites that we can visit the kyoto imperial place without tours next year 3 to 7 april
Is it true?

Yes, for a few days in spring, and for a few days in autumn. Actual dates can vary a little from year to year. The up-to-date information is posted here:

In 2015, it will be from April 3 to 7.
