May I use the KANTO pass to go to Takao via the JR Chuo Line? or Takaosanguchi

I assume you refer to the JR Kanto Area Pass.
Yesm it can be used on the JR Chuo Line to Takao, however, the Keio Railway between Takao and Takaosanguchi is not covered. Only JR is covered.
