Andriod app to order taxi in Tokyo

Hi

I would need to call for a cab from an apartment in Shinjuku to a hotel in Odaiba.

(1) Is there any good English Andriod app which can detect my location and send a cab immediately? Or any English website where you can order a cab from Point A to Point B at a specific date and time?

(2) When is non-peak hours to travel on a Friday?

(3) Is it possible to have a fixed rate? Otherwise how much would it be approximately?

I lived in Tokyo many years and I never called for a taxi. Just go out to a large street and you will see one very shortly. If the little red light is on it is available.

If you are in Shinjuku, just take the Oedo subway to SHIDOME station (about 15 minutes) and change to the Yurikamome line to Odaiba.
Twice as fast as a taxi and 20 times cheaper.
