Matsushima Bay / Fukushima in March

In a few days, I have a pre-organised trip to Yamagata prefecture. Instead of coming back to Tokyo right away, I was thinking of making a detour to Miyagi to check out the Matsushima Bay - something I had long wanted to do.
Question 1: Is March an okay season to get a good view of the Matsushima Bay?
I presume that if I start the day early, I could get visit Shiogama fish market, the shrine, go on a cruise to view the Matsushima Bay and be back to Matsushima around lunch time. I can do a bit of sightseeing there, before heading back to Sendai.
Question 2: What do I do afterwards?
I have never spent any good amount of time in Sendai, so spending a afternoon there is viable. In comparison to most cities I have been in Tohoku, Sendai is pretty big so I don't have to worry about places closing early and having nothing to do/nowhere to go until the time of the night bus comes.
On the other hand, I have never been to Fukushima before, and I do kind of want to check it out once. Looking at Japan Guide though, the main attraction seems to be the Hanamiyama during the cherry blossom season. Could it still be worth visiting in March, or should I go back between April and May? (I live in Tokyo, so it is not like I need to rush)
