You can buy one anywhere in Japan, but akihabara and Ikebukuro will give you more choice.

We recently bought a used hard drive for family in Osaka. (Den Den Town) It was high end storage and memory, had 3 months full guarantee and cost under $400 AUD: obviously couldnft get tax off, but even so, it was a good deal.
SO have no idea about costs in Tokyo, but you get what you pay for, and the choice (in Osaka) was huge: we paid for what family wanted.
Tax of 8% isnft a great deal when considering the overall savings compared to costs at home, but thats only our view: Ifm prepared to be contradicted
