I am a 16 year old girl, going to Japan for the summer, and I want to know what is considered acceptable clothing for teenagers.
what length shorts are too short? Do girls wear skirts everyday? And is it weird for a girl to wear Converse lowtops? Any other advice?

Pretty much anything is okay if you're a teenager. Except for tattoos and piercings which are taboo here and will make it hard to get into onsens if you want to do that. Are you coming as a tourist or will you stay with a host family? If you're a tourist then anything is fine. If you're staying with a host family they might want you to dress conservatively for special events (no clevage, no visible tattoos, no short skirts, no 'showy' clothes or sleeveless tops) but for casual everyday wear what you said sounds fine. Shorts and short skirts are fine as long as they aren't super short eg: show your underwear when you bend over, Converse are fine, dresses/skirts are very popular but it's fine to wear jeans/pants too. As a teenager you could get away with some piercings if you're willing to take them out for special events.
