Route 309 Passing time limit?

Hi I'm planning to rent a car and drive to Tenkawa mountain (using route 309). In Kamikitayama official website says something about passing time limit (google translate) but I can't understand it clearly. From April 21 to June 30, they will stop traffic at the point marked by red on the map on the right during the hours shown in the table to the left (4 times a day).
