I would like to know where I can visit and hopefully ski on the last week of October. We are only beginner skiers. Preferably, it should only be a train ride away from Tokyo.

Pretty much the only place open in October is Snow Town Yeti on Mount Fuji. It's a decent beginner resort, but unfortunately it's not that easy to get to. Rental car is easiest, but otherwise you can train to the nearest station and take a taxi from there. More info on this page: http://www.japan-guide.com/e/e6932.html

Do note that most of the snow from Snow Town Yeti is man made - but as mentioned before it's basically the only place that will probably be open at that stage.

It's actually ALL man-made in October. Not even Hokkaido has snow that early. It's pretty much Yeti's gimmick. The next earliest resort (Prince Karuizawa) doesn't open until early November (also with man-made snow).
