Language schools don't typically have age limits. Certain programs might, such as ones geared toward high school or college students, but it's case by case.

I believe it is generally from age 18, if you are asking about full-time language study courses, as some courses are meant for people who want to study the Japanese language to apply for a college/university in Japan.

Hey!
I went with only fourteen years to Tokyo and visited a language school there in Chiyoda-ku for 4 weeks.
It was awesome!
