Hey guys, I'm planning to stay in Ryokan on coming Late September in Kyoto . I was looking for s half board package which include breakfast and dinner and the most important is open air hot spring . Budget around USD 200 per couple.

within kyoto city not many ryokan with open air bath (rotenburo). better chance outside of city - tango or arashiyama etc. but $100 per person is way too low for arashiyama.

You have to go way out of the city like Kurama. Or like across from Mt Heizan onto Biwa side.
