If one person Is born in Japan but the parents aren't japanese,can he or she get a visa?

Probably! If it is for a short visit, she may not even need one. Details depend on the person's nationality. She should inquire with the Japanese embassy in her country about the requirements and documents needed.

If the person is older than 21 years old it will not be possible to get a visa.

If the OP is talking about visiting Japan it is OK
If the OP is talking about staying in Japan with parents while being older than 21 years then it is not OK for the dependant visa for kids. Same rule also apply to SOFA status.

There is no "person born in Japan" visa, if that's your question.

If the intent of the original question is to ask "If a person is born in Japan but the parents aren't Japanese, can he or she get JAPANESE NATIONALITY," then the answer is no. Japanese nationality is granted on the basis of either one or both of the parents being Japanese, not the birth taking place in Japan.

The rest (about the visa) depends on what that person intends to do, how long he/she plans to stay, and what nationality he/she has.
