Booking JRWest possible now?

After reading many resources saying that only JREast can be booked online, I've found this link on JR West: https://www.westjr.co.jp/global/en/travel-information/pass/howto/which details the "reservations process" However I can't find any "book now" button on the website. Nor I understand if "booking" could be applied to my case, that is, reserving a seat with a JPRail pass already bought. I would like to reserve a seat on the Hikari Tokyo-Kyoto. Any help welcome!

I would like to reserve a seat on the Hikari Tokyo-Kyoto.That train is operated by JR Tokai, not JR West, and in my opinion they are even less accommodating to early bookings from overseas.
