is there anyone here on how to register online to this event? and how to pay thru convenient store?

The application period is open to the public from August 1 to 31st (only through their official website), and you will receive the result via e-mail by late September.
If you are accepted, the details for payment would be in the e-mail; you can pay by credit card, Payeasy (ATM), or convenience store. For convenience store, it looks like you can (from the e-mail you'll be directed to the site) select which convenience store you want to pay at, then a payment slip will appear on the screen. You can print that (or jot down the payment slip number) and go to a convenience store to pay. (If you select Lawson, you need to use the LOPPI machine at the store.)
