I am planing to go to Hokkaido this coming February.
I saw two website- Japanpowder.com and Japansnowaccomodation.com , their package rate for ski and accomodation is quite lower than others.
Does any one know these website or has any one previously tried to book an accomodation through them?
Please advise.

I recommend booking directly. There are good hotel chains such as "Toyoko Inn" or "Super Hotel".
I have never heard of the ones you've mentioned, but if at all, you should try "Rakuten Travel Japan" for booking. :)
