Ropeway/Mt. Rokko Cable Car: Ride both?

Hi, we have a full day to spare and we'd like to spend it in Kobe (we'll be staying in Namba, Osaka).

May you advise if it's worth it (and doable) for us to take both Shin-Kobe Ropeway and Mt. Rokko Cable Car? If not, which one is better in terms of nature/sights to see?

Moreover we'd also like to eat Kobe beef and drop by Harborland. So kindly let me know if all of the above could fit in our day trip - if not, pls. suggest which one to skip. Thanks a lot!

It is nice place Mt.Rokko for see and enjoy nature and view from the Mt.Rokko but if you would like to day trip from Osaka I will recommend to you that take Shin-Kobe Ropeway to go to Nunobiki harb garden http://www.japan-ryokan.net/kobeherb/en/index1.html

For Kobe Beef, You can go to Kobe Steak land　http://steakland.jp/
And also you can go to Harborland on evening it is good.

May I know if this Nunobiki Herb Garden is more worth to see than the attractions you can find by the end of Mt. Rokko Cable Car? As I've read there's a separate set of attractions for the Shin-Kobe Ropeway and Mt. Rokko Cable Car.
