Do you have a koseki in Japan? If you do it's possible but with no koseki, not a chance.

First you need to confirm whether you are a Japanese citizen, or able to acquire Japanese citizenship. Contact the Japanese embassy in the Philippines.

My father is a filipino my mother is half filipino and japanese . But they are already permanent here in japan .

If you have a koseki, then you can obtain a Japanese passport following the procedure like any other Japanese citizen. Call the embassy and find out what you need--Koseki Tohon, pictures, etc.

OP, you mentioned father is filipino and mum is filipino/japanese, and permanent in japan.
Question: What do you mean they are permanent resident in Japan.? Do you mean that both your parent are PR in Japan? Your mother is not japanese citizen / don't have Japanese passport? If that the case, you cannot apply for Japanese passport/citizenship. One parent must be Japanese citizen.
Also you cannot switch passport. You apply and get new Japanese passport, at the same time keep your Philipine passport.

Wouldn't it be easier if you just go to Japanese Embassy or write up to them about it? If you are qualified to apply for it, I am sure they will assist you with the documents you need.

I think all three persons are in Japan. the OP may not know the difference between permanent status and the nationality.

So, you also are not. you don't have your koseki. and your parents also don't have. koseki is the registration as a Japanese. you may misunderstand koseki and jyuminhyo (registration of the present address) .

As Ken said, none of your parent is Japanese so no chance of getting Japanese passport.
Try get your mother to apply for Japanese passport, thus Japanese citizenship, since you mentioned above your mum is Filipino/Japanese. If she can proof and get citizenship, then maybe you can try.
Or else, go the long way, stay in Japan for awhile and try to apply Japanese citizenship through naturalization method.
The criteria for naturalization are provided in Article 5 of the Nationality Act:[4]
1 Continuous residence in Japan for five years or more 2. At least 20 years old and otherwise legally competent 3. History of good behavior generally, and no past history of seditious behavior 4. Sufficient capital or skills, either personally or within family, to support oneself 5. Stateless or willing to renounce foreign citizenship

Clearly, the op misunderstood what koseki was. If you have a koseki, you're a Japanese citizen, but no koseki, you're not.
