Is there any store in Osaka I can get the winter gear i.e. fleece layer, thermal lining, neck warmer, etc.)? Osaka outskirts is fine too as I will have a couple days in Osaka.

Sure! Montbell is one of the better known Japanese camping/outdoor clothing and equipment brands. Their stuff is nice with somewhat conservative designs, although I find it relatively expensive. Be aware that some of their clothing items are sized according to US sizes.
