Enquiry on ETC rental in Hokkaido

I am planning a self-driving trip with my family for next June 2016. Our current plan is to fly into New Chitose airport and rent a car near Sapporo JR station. We would like to drive from Sapporo to Hakodate and return the car in Hakodate. We intend to rent from Toyota.

I read that there is no ETC car rental for car pick up and return in different area for Toyota car. Without the ETC card, I am not able to get the Hokkaido Expressway pass too. I understand that without ETC card, I will have to pay toll cash which will be higher amount then paying by ETC.

I would like to keep my driving cost down. So does that mean ditching the car and go for train is better in my case?

Toyota can rent a ETC card and all cars with ETC system.
Drop off in Hakodate possible no worry.

ETC card rent fee 324Y(include tax) plus.

Also other major car rent company Nippon,Orix and are ,too.
But Nissan,Times,Honda and are no rent ETC card.

"An ETC card can be rented only when a car is picked up at New Chitose Airport POPLAR and returned at the same office. Please request an ETC card from options of reservation form."

Does it mean that I am not able to rent an ETC car if my rental car pick up is at Sapporo East Station and returning at Hakodate Station (one-way rental)? When I tried to get a quote for reservation based on my one-way rental route, I do not see any option for ETC card. But I do see this ETC option when I tried return route from Sapporo East station.

I am still confused.

So will I be able to rent ETC card and buy Hokkaido Expressway Pass from Toyota for car picking up at Sapporo East station office and return at Hakodate Station office?
