new phone number with shinsei account?

in softbank i was told to get credit card which is quite troublesome to get for a foreigner. is it possible to get phone number (not prepaid) with only shinsei bank card? i dont have passbook, cause shinsei doesnt provide it.

i have only debit card and they want credit card

The ditinction between credit and debit cards is normally of no consequence to the merchant, as long as it is of an accepted brand (Visa, Mastercard, etc.). If the store refused your card on the ground that it has "debit" written on it, you may want to try another one. Alternatively, you could try a virtual carrier.
