Traveling during New Year in Nara and Kobe?

I have a plan to travel to Nara on the 31 Dec and to Kobe on the 1 Jan. I heard that attractions and restaurants will be mostly closed during that the new year period. Will there be some open in Kobe if we wanna try Kobe beef?
