According to this site (still to be updated...), http://happy-bag.biz/entry257.htmlno major department store will open on 1 Jan 2016. It lists only four stores that will open on that day in Kyoto/Osaka/Hyogo area: Takatsuki Seibu (10:00-) Hankyu Nishinomiya (10:00-) Sogo Kobe (10:00-) Yamatoyashiki Himeji (12:00-)
