Kawagoe in Saitama or in Mie?
The general advice I have seen is "some". That is, some shops and restaurants will be open in different locations, others will be closed.
When I visited Kawagoe (Saitama) a few months ago I don't think I went into any shops anyway - was happy to just look at and walk around the town.

Traditionally almost all shops close on 1st Jan. in Japan except
so-called Con-Vini. I think few shop will be open on the day in
Kawagoe.
