Confused with Blue Pond open hours

I'm visiting Biei Blue Pond in less than 2 weeks, and I am bit confused with its open hours. This is from their web site:
冬期はライトアップ期間中のみ見学可能です。
ライトアップ終了後は見学できません。
ライトアップ
期間/2015.11.7〜2016.1.24 午後5時〜午後9時（日没等状況により変動有り）2015年4月18日より見学可能です。
From what I understand, it says during winter season, you can only visit during lightup period. And lightup starts from 5PM to 9PM.
Is this mean I cannot visit in the morning or afternoon? Or does it mean I can still visit in the morning or afternoon while they are having lightup at night?

Thank you for the info and pics. Looks like I really should adjust my schedule and try to visit there at night.
