Fish Market: Tore Tore or Kuroshio

Hi all,
I'm looking for a fresh fish market as a side trip of our Tokyo-Kyoto itinerary, where we can buy the seafood from fishmongers and enjoy it there , similar to the experience at Shiogama market. We don't consider Tsukiji as it's too commercialized while we are looking something more "local".

It seems both Tore Tore and Kuroshio market offered what we're looking for but we are still unable to decide which one to choose, so maybe we can have some suggestions from this forum. We also open for suggestion for other similar market. Among our destinations are Okayama, Hiroshima, Himeji, Mie, and Ibaraki.

I enjoyed visiting the Tore Tore Center in Maizuru City, Kyoto Prefecture on the way back from Amanohashidate. They had a lot of fresh ready to eat seafood from the Sea of Japan.
