From my experience, I couldn't find any offline maps of Japan on Windows Phone 8.1. The only alternative I found was to use Google Maps or gMaps app, but then you need an Internet connection.
I'm not sure about Japan offline maps in Windows 10 mobile tho.

actually i really wanted to buy a windows phone this time, but i really needed a japan offline map, which sadly does not exist, so in the end, i didnt buy one... :-(
