Order it online before you leave - it's cheaper than renting one inside Japan. There are several different companies; I prefer ToCoo as they are the cheapest (that I've found) and don't charge any extra fees when you rent for more than 9 days. Here's the link: http://wifi.tocoo.jp/en/

OK, it's cheating, but by far the easiest way is to book accommodation that comes with one. Zero hassle, permanent connection.
