The questions in the title and the body are different.
The nationwide JR Pass and the JR West Sanyo-Sanin pass cover Osaka and Tottori.
It is impossible to say if a pass would be "ideal" without the details ov your itinerary.

Thank you for everyone who have answerd to my question here.
I aplogize for my such short question without much information stated. I was stupid to think that the content had to be less than 45 character when it was only for the title.
