is Mount Hangetsuyama observation deck looking onto onto Lake Chuzenji and Mount Nantai open early April? are there buses from Kegon Falls that goes directly in the observation deck that do not require a long walk or trail?
if this is still closed like the Chuzenjiko Observation Deck in early April, where else can we go to see the Lake View at the top?

The observation deck is at the top of a mountain and only accessible by a 20 minute hike from the parking lot/bus stop. if this is still closed like the Chuzenjiko Observation Deck in early April, where else can we go to see the Lake View at the top?The two are on the same road (Hangetsuyama being even further up the mountain), so yes they are both closed at the same time.

I see. other areas near the lake that we can visit for a nice view aside from the Kegon Falls?
We just having a day trip to Nikko from Tokyo. we plan to go to the Tobu World square before heading back to Tokyo with the Tokyo Wide Pass
How about the Shrine Temples area? which are the best?

In that case, you might enjoy the short ropeway trip to the observation deck in Akechidaira, from which you can see both the lake and Kegon Falls. http://www.japan-guide.com/e/e3819.htmlYou take the same bus from downtown Nikko bound for Chuzenji lake/onsen, but get off earlier at Akechidaira.
