I am planning a tri[ to Osaka over the late April/May bank holiday. We would arrive in Osaka on the 29th April, would we be too late for the Cherry Blossom or are we still likely to see it (albeit not in peak / full bloom)?

Yes, you will be too late! Here are the current forecasts:

There are late blooming varieties of sakura but April 29 might still be too late for those.

End of april will be too late, I wouldn't count on it.
