Public transportation to Kussharo?

Is there a bus from either Mashu Station or Kawayu Onsen Station to the southern part of Lake Kussharo? We plan to go there in June.
If not, are taxis available? How much would it cost?
Also, is there a bus from Lake Kussharo to Lake Akanko?
