1 Day trip starting from Chitose

Fellow travellers
Me and wife will be visiting Japan Hokkaido (1st time) this coming 30 April to 6 May 2016.
Arriving at New Chitose Airport at 8.10am and we have booked our lodging at AreaOne Hotel Chitose for the entire duration of our stay.
We wanted to join some local day tour to visit the outskirts of Sapporo such as Otaru and Lake Shukotsu and Lake Toya area.
Based on information from web site noted most of the day tour originate from Sapporo and leaves at around 8.20am.
Not that we cannot join the tour but we are unable to obtain the fastest transport mode from Chitose to Sapporo.
It appears the Express and Limited Express train only stop at major station and Chitose is not one of them.
What is the next cheap alternative to taking the express train to enable us to join the day tour from Sapporo.
Of course we can opt to take a taxi but we are on a budget trip.
Beside are there any 1 day tour which originate from Chitose.
We intend to tour Sapporo on our own but outskirts we hope to join some of the 1 day local tours.
