Can you buy tickets for the N'EX in advanced? Are they available at Tokyo Station or should I buy them at Narita Airport right when we arrive? If you do buy them in advanced, are the seats reserved?

The N'EX is no different from other JR trains: tickets can be bought at any JR station, up to a month before departure. All seats are reserved, so reserved seat tickets are the only kind of tickets that are sold.

Yes, buy in advance, and get a reserved ticket (the unreserved seating is an option, but not many people know how to use it properly).
Also, if buying from a ticket machine make sure you buy both the seat and express tickets. I constantly see a confused mess at Narita when people are suddenly asked for the balance as the tickets do not allow you through the gates.
