Do I need JR pass for my trip?

Hello,
I'll be in Japan for about 3 weeks during the August.
My travel plans as of now are
-Arrive in Tokyo August 13
-Go to Nagano August 15 (Sightseeing in G/F's hometown)
-Return back to Tokyo August 18
and since I'm on a budget it's likely that I'll stay in Tokyo until September 5 (day of my departure)
Will I need a JR pass if I'll mainly be in Tokyo?
Will I need one for my trip to Nagano?
Will I save more from buying the JR pass or from just buying the ticket's at the station?

National pass not required. Depending on what day travels you do. Other passes might be benefitual, but no info given on that part.
