Is dried oysters a thing in Japanese cuisine? Are they sold at supermarkets? Any idea if Shikoku/Chuugoku areas would have them?

Dried Oysters are not so popular in JP but available at selected dried grocery stores(乾物屋), Chinise and Korean supermarkets.
You can possibily buy at online stores if you live in western part of JP or visit Kobe china town.

Dried Oysters = Hoshi gaki(干し牡蠣)
Other there is also a smoked oyster(=kaki no kunsei牡蠣の燻製 ,smoke oysterスモークオイスター).
