I wish to travel around Hokkaido for 15 days by train. Wondering which pass is the most cost-efficient and suitable for this trip.

It is likely that neither pass will pay off for such an itinerary. But a lot of trouble to give a more detailed answer without knowing more about your intended itinerary.
