My flight from Dubai arrived in Haneda at 22: 45h of July 04 . After passing through immigration and grab suitcases public transport is not working to take a lot out of the airport . What options I have to go to the hotel in Ueno this time ? thanks..

Tokyo Monorail is running until 12:10. Transfer at Hamamatsucho to JR, you will arrive Ueno at 12:46. Of course, there are earlier ones, and you can also take Keikyu train to Shinagawa and then transfer to JR. http://goo.gl/gPrtbG
