Kamikochi Closing Ceremony

Hi I'm looking to visit Kamikochi on 14 November 2016 to 15 November 2016 to experience the closing ceremony. Please advise:
A) if there will be a risk of routes being closed
B) if the closing ceremony is open to foreigners
C) accommodation options in the area as i don't want to worry about missing buses should they run infrequently.
D) other useful information
