Can i buy suica card in kansai airport?
the suica card its compatible with all rails in osaka and kyoto (train, metro,bus, express Harukac)?
i want to ask also if i can return the suica card in Haneda airport?

You cannot ride a limited express like the Haruka with an IC card alone: you must also have a limited express ticket.

no suica, only icoca. it cannot be refunded outside of the kanto area.

Haneda doesn't have a JR station, so you cannot return it there.

Haneda has a Tokyo Monorail station, where Monorail Suica cards (and no others, including JR Suica) can be purchased and returned.

Ticket machine or ticket window for train tickets. Windoes is not open 24h as trains do not run 24h.

Pasmo/Icoca/Suica all the same to use in Osaka/Kyoto/Tokyo. They can only be refunded in their home region.

It costs 220 yen to refund them. So even if you use a Tokyo region card and refunded it, and also a Kansai region card and refund it. You lose 440 yen in refund fees.

Just use one card and lose up to the 500 yen deposit.

It does not cost anything to return a Pasmo, at least. Maybe also others.

If you use the SUICA all they way down to having zero money, you can return it with no fees. You get your 500 yen back. You only pay a fee if there is a balance left.

Buy a ICOCA(JR-West) then card return before going to Tokyo.
(cannot use btw Osaka/Kyoto and Tokyo: Suica/PASMO area)
Then buy new one PASMO(non-JR) inTokyo (better than Suica)
finally card return at HND Keikyu railway's counter.

But all ICOCA/Suica/PASMO cards validity are 10 years from last using.
So if coming back within 10 years your card can still work.
Deposit 500Y means just card rent fee.
If possible only "ICOCA" enough.

However, basically all ICOCA/Suica/PASMO(and more) IC cards(as regular one) are NO big discount.
Just no need bring real money bills/coins and purchasing train/bus ticket at vending machine frequently/each by each.

So you should find discount tickets/passes first.

Yes, if you plan to go to Japan again within 10 years, and especially to visit Hiroshima prefecture, then just buy an Icoca and keep it. That's what I did myself, and even though I live in a Suica area, for a long time I used just an Icoca. (Now I have switched to using Mobile Suica with my phone, but I still have my Icoca just in case.)

Then you are wrong, because the question explicitly mentions the Haruka, which cannot be used with a suica/pasmo alone.
