Mt Hakodate and fireworks viewing on August 1

WE will be in Hakodate on August 1. Our understanding is that there will be fireworks display during the evening as part of the Port Festival celebrations.
We'd like to find out if it will be possible to view the displays from Mt Hakodate. Will it be possible to take the mountain climbing local bus to go up the mountain during the evening ? Will these local buses still run on that evening as per the normal timetable ?
Hope someone will be able to help us.
