You should ask JR East, but my guess is that some stations on the Keiyo Line are lightly used, whereas all stations on the Yamanote are used heavily.

The Keiyo line carries passengers longer distances and requires at times faster services for those commuting from much further out.

The Yamanote like is just a loop/link services that doesn't require a rapid service as it is meant to connect all incoming and outgoing lines.

Actually there is a more simple answer. Yamanote only has one track each direction. For a rapid service there needs to be somewhere for the trains to pass each other. So the rapid trains use different tracks on some sections (around train stations is common for the ones i see frequently ).

Just by Railway Users a lot or not
also stations tracks layout for need passing faster one or not.

Keiyo line has a lot of smaller stns(as not big "bed town" or tourist spot) with.
So if no rapid service like Yamanote will be stucked/packed/crawded every morning and evenings
very inconvenient as service and trains operate/passengers management.
Also LtdExp trains(fewer stop than rapid) operating in on same track.

Yamanote line is loop track right but
in east side btw Ueno and Shinagawa placed parallel tracks
JR Keihin-Tohoku line (btw Tabata and Hamamatsucho only in daytime)
also new track "JR Ueno Tokyo line" now exist.

Also in west side btw Ikebukuro and Osaki placed parallel track
JR Shonan-Sinjuku line include Saikyo-Kawagoe line trains fr/to Rinkai line(not JR) exist.
Yamanote line is special track no operate other line's train.
Basically if fr/to Shinjuku to/fr Tokyo take a Chuo line(rapid) usual.
So no need/cannot rapid service no placed escape tracks.

Why there are no rapid trains in Yamanote Line?

If you want to rely on the Yamanote Line to take you to the entire opposite side of town, it's really not intended for that.

This is Tokyo and there are many competing services like Tokyo Metro and Toei, cutting through the city in every direction.

The Yamanote Line does its own thing. It makes sense for short hops along the loop.
