I need to travel from noboribetsu to Hakodate in November, and I do not plan to buy JR rail pass, so can I go by bus ?

I doubt if there is a direct bus from Noboribetsu to Hakodate.
and I do not plan to buy JR rail pass
You do not need JR PASS, just purchase a single ticket if you decide to take the train.
