Onsen to visit with kids near Lake Biwa?

My family (kids 9 & 5) will be in Otsu, Lake Biwa area for a couple of days at start of September. Can anyone recommend an onsen to visit that is welcoming to children? Is is OK to wear bathing costume? Possible we will have a car, so access not necessarily an issue. Thank you :)

In general there is no bathing suits allowed in onsens. Kids can go in with their parents.
