Scented Letters

I'm planning to send a package to a friend in Japan, and I plan on including a scented letter. I know that sending perfumes are prohibited, but do scented letters count? I wouldn't want them to send the package back or for delays to occur, so if anybody has previous experience with this, it'd be much appreciated!

I assume it's just a letter paper that has been scented or perfumed slightly? As long as there is no liquid in a bottle or something like that, it should be fine.
