Can this pass be purchased at any subway station in Osaka, e.g. Tanimachi 9-Chome Station or only at tourist centres ?

You can buy it at any Osaka subway stations, but not that it is not sold via the ticket vending machine. The pass is sold at "commuter pass office" so you should ask station staff first.
