If you're renting a car (which I'd definitely recommend), you can book your water activities through the car rental company. They have many packages and offer discounts for booking through them.
I went last year in October and rented through OTC, and booked a snorkeling package for my girlfriend and I which was really affordable and offered a lot of options.
