It's not Japanese at all, just like "fsdri akleis whokng kmi" is not English.

Where did you see it?
No captured/screen shot or URL?
That is not normal/regular Japanese phrases or word is exact.

Sound like other not major foreign langage or song reading "ruby".
Or automatic/machine translator or reading apps outed no correct answer or sound.
Also, guess "crossword puzzule" like this.

and have seen many strange wrong translate especially into Chinese web :)

Other possibilities ;
- randam input as net/web slang
seen sometimes meaning really "coufusion" or "screaming" no word emotions :)

- cryptography/cipher/code, or encryption
- password
- character corruption, funny characters, garbage characters (文字化け。もじばけ/moji-bake in JP)

"詠唱(えいしょう/ei-shou)" in JP.
- Mischief of children
- Worked into pocket or bag when walking.
- Drunk :)
- Didn't know "vertical writing(縦書き/たてがき)".
- Didn't know old horizontal Japanese must read fr right to left.
