Travel from Kushiro to Hakodate

My wife and I will be in Hokkaido October 2016. We will be traveling October 14th to Kamikawa and from there to Abashiri on rail. From there we go on rail to Kushiro and then back to Hakodate. I see from the updates that the rail has disruptions from Asahikawa to Shiretoko until early October and from Memuro going to Hakodate through November. Is JR offering buses to accommodate travelers for the sections that are under repair? If not what is the best way to travel on these sections? Thanks
