For starters, you should understand that Japanese cuisine doesn't have a Starter - Main Course - Dessert pattern, such as with western style food. Instead, a variety of small dishes are served throughout the meal.

At a formal Japanese meal, small dishes with more or less one mouthful of food each are served first. It may not be a starter per se, but most casual restaurants and higher end restaurants in Japan serve a seating dish called otoshi when you sit down. There isn't any set type of food or dish used for otoshi, but it is often something using seasonal ingredients.
