For starters, you should understand that Japanese cuisine doesn't have a Starter - Main Course - Dessert pattern, such as with western style food. Instead, a variety of small dishes are served throughout the meal. At a formal Japanese meal, small dishes with more or less one mouthful of food each are served first. These are called 'zen sai' and are essentially the equivalent of hors d'oeuvres.@Here's an image showing the sort of things that might be served: http://pds.exblog.jp/pds/1/200712/04/58/b0063958_1753731.jpg

It may not be a starter per se, but most casual restaurants and higher end restaurants in Japan serve a seating dish called otoshi when you sit down. There isn't any set type of food or dish used for otoshi, but it is often something using seasonal ingredients.
