Torokko-Saga and Saga-Arashiyama are separate stations.
If you are going from Kyoto Station, then you will arrive at Saga-Arashiyama station.
Torokko-Saga station is the terminus station of the Sagano Railway.

like someone else said, if you are coming from Kyoto Station you will arrive at Saga Arashiyama. At that station you can get onto the sightseeing train that goes through トロックarashiyama and into the mountains and then comes back. That station is not closer to the forest entrance. I will say that the train ride is very pretty though. If you are going just for the forest, just go to sagaarashiyama and walk to the forest.
